Technical Project Manager - Business Intelligence Dashboard Implementation

Position Overview

We are seeking an experienced Technical Project Manager to lead the implementation of a cutting-edge Business Intelligence (BI) dashboard platform that will revolutionize data-driven decision-making across our municipal utility operations. This strategic initiative will transform our fragmented manual reporting processes into an integrated, real-time analytics platform serving over 700,000 Boston-area residents. The successful candidate will orchestrate a complex, multi-phase implementation involving stakeholder engagement across all organizational levels, enterprise system integrations, and comprehensive change management.

Key Responsibilities

Project Leadership & Strategy

  1. Lead end-to-end project delivery across 5 phases: Prework, Discovery & Planning, Data Centralization & Dashboard Development, Semantic Model & Dashboard Development, and Solution Deployment & Hypercare
  2. Develop and maintain comprehensive project plans, timelines, budgets, and resource allocation strategies
  3. Coordinate cross-functional teams including Solution Architects, Data Engineers, Analytics Architects, and Change Management specialists
  4. Serve as primary liaison between technical implementation teams and executive leadership, department heads, and operational staff

Stakeholder Management & Communication

  1. Facilitate interactive workshops and interviews with stakeholders across Administration, Engineering, Executive, Finance, and Operations divisions
  2. Coordinate with municipal departments to ensure seamless integration with existing workflows and processes
  3. Provide regular progress updates, status reports, and executive briefings to Commission leadership

Risk Management & Quality Assurance

  1. Identify, assess, and mitigate project risks related to data integration, system performance, and organizational change
  2. Ensure compliance with municipal procurement requirements, state regulations, and data governance standards
  3. Oversee quality assurance processes for data integration, dashboard functionality, and user acceptance testing
  4. Manage vendor relationships and contract deliverables to ensure adherence to RFP requirements

Technical Coordination

  1. Coordinate integration activities across multiple enterprise systems (CIS, FMS, HRMS, AMS, GIS)
  2. Oversee data governance implementation and establish protocols for data quality, security, and access control
  3. Manage deployment activities including user training, system rollout, and hypercare support phases
  4. Ensure solution scalability for future integrations with SCADA systems and IoT data sources

Required Qualifications

Education & Experience

  1. Bachelor's degree in Project Management, Business Administration, Information Technology, or related field
  2. PMP, PRINCE2, or equivalent project management certification required
  3. Minimum 7+ years of project management experience with enterprise software implementations
  4. 3+ years specific experience managing Business Intelligence, data analytics, or dashboard implementation projects
  5. Demonstrated experience working with municipal government, utilities, or public sector organizations

Technical Competencies

  1. Proven track record managing complex system integrations involving multiple data sources and enterprise applications
  2. Experience with BI platforms (Power BI, Tableau, Qlik, or similar) and data warehouse implementations
  3. Understanding of data governance, ETL processes, and enterprise data architecture
  4. Familiarity with municipal utility operations, customer information systems, and asset management platforms
  5. Knowledge of cybersecurity requirements and compliance frameworks for public sector data

Location & Local Requirements

  1. Must be based in Greater Boston area with ability to work on-site at facilities in downtown Boston.
  2. Experience working within Boston-area municipal agencies, utilities, or similar public sector organizations preferred

Preferred Qualifications

  1. Previous experience with predictive analytics or machine learning implementations
  2. Background in utility operations, water/sewer management, or municipal engineering

Project Specifications

  1. Timeline: 6-9 month implementation, estimated start mid-August 2025
  2. Team Size: Direct oversight of 7+ specialized roles across vendor and Commission teams
  3. Deliverables: 40+ project deliverables including technical documentation, training materials, and operational dashboards
